About the Role
PowerTransitions is seeking an experienced regulatory affairs professional to lead the Company's regulatory strategy, compliance, and stakeholder engagement activities. Reporting to the General Counsel & Secretary, this position will oversee all aspects of federal and state regulatory matters, with deep expertise in U.S. RTO/ISO market rules, FERC regulations, NERC reliability standards, and state public utility commission proceedings.
This position will work closely with legal, commercial, operations, development, and energy markets teams to align regulatory initiatives with business priorities. The role requires strong leadership capabilities, deep technical knowledge of wholesale power markets, demonstrated success in regulatory advocacy, and the ability to translate complex regulatory matters into actionable business strategies.
What You'll Do
Develop and execute comprehensive regulatory strategies that protect and advance Company interests across federal and state jurisdictions
Provide strategic counsel to executive leadership on emerging regulatory risks and opportunities
Lead regulatory advocacy efforts on key policy issues including market design, interconnection reform, capacity market rules, energy and ancillary services pricing, reliability standards, and transmission cost allocation
Represent the Company in stakeholder processes, technical committees, and working groups at PJM, ISO-NE, NYISO, MISO, and SPP
Monitor, analyze, and interpret FERC proceedings, orders, notices of proposed rulemaking, policy statements, and technical conferences
Prepare, coordinate, and file regulatory submissions including comments, protests, interventions, rate filings, and market-based rate authorizations
Manage FERC compliance matters including market behavior rules, transaction reporting requirements, and audit responses
Maintain expert-level knowledge of RTO/ISO tariffs, market rules, manuals, and operating procedures across multiple markets
Oversee Company registrations, certifications, and ongoing reporting obligations with RTOs/ISOs
Support the Transmission & Interconnection team in connection with interconnection service requests, study agreements, and interconnection agreements
Monitor NERC reliability standards development and ensure Company compliance with applicable Critical Infrastructure Protection (CIP) and operational standards
Monitor and engage in state public utility commission proceedings affecting Company interests
Provide regulatory due diligence and risk analysis for acquisitions, development projects, and strategic investments
Prepare clear and concise regulatory impact analyses, briefings, and recommendations for executive leadership and investors
What We're Looking For
Required:
Bachelor's degree in Economics, Business, Public Policy, Governmental Affairs or related field
At least 10-15 years of regulatory affairs experience in the power and energy sector
Demonstrated expertise in multiple U.S. RTO/ISO markets, with deep focus on PJM, ISO-NE, NYISO, MISO, and SPP
Experience working for or with independent power producers, utilities, power marketers, or energy developers
Prior FERC and NERC compliance experience
Deep and current knowledge of FERC regulations, policies, and precedent related to wholesale power markets
Expert-level understanding of RTO/ISO market structures, including energy markets, capacity markets, ancillary services, financial transmission rights, congestion management, and resource adequacy constructs
Thorough knowledge of interconnection processes, including generator interconnection procedures and network upgrade costs
Familiarity with NERC reliability standards, particularly those applicable to generation resources
Proven track record of successful regulatory advocacy and stakeholder engagement
Strong analytical skills with ability to assess complex regulatory and market issues and translate them into clear business recommendations
Excellent written and oral communication skills
Strong project management capabilities with ability to manage multiple priorities and meet critical deadlines
Preferred:
Advanced degree (J.D., M.B.A., M.P.A., or M.S.)
State regulatory affairs experience
Experience in additional RTO/ISO markets (ERCOT, CAISO, SERC, WECC, etc.)
Experience with thermal generation compliance matters including emissions regulations
Knowledge of renewable energy or energy storage policies/standards
Demonstrated leadership abilities with experience managing or mentoring junior staff
